Our model draws a firm line between policy direction, oversight and execution — so the institution remains disciplined in judgement, transparent in conduct and effective in delivery.

Strong institutions require clear boundaries. Policy must be shaped by wisdom. Operations must be led by competence. Oversight must remain independent.

The GOMEC Alliance Council

The Council is the highest strategic authority of the GOMEC Alliance, comprising distinguished advisors from across the global energy sector, including member nations and key stakeholders such as sellers, buyers, traders, and partners. Members are appointed through an open application process.

The Council elects its own President and safeguards GOMEC's constitution, strategic vision, governance principles, and long-term policy direction. Decisions are made through confidential voting to ensure independent and impartial judgement.

The Council does not oversee daily operations. Its role is to define the principles that guide GOMEC, not to manage their execution.

GOMEC Management

Management is responsible for implementation, operations and delivery — executing the policies, objectives and strategic direction set by the GOMEC Alliance.

Its remit spans business operations, stakeholder coordination, trade execution, administrative governance and institutional performance. Management is accountable for translating policy into action with efficiency, discipline and continuity.

Independent Compliance & Oversight

To reinforce trust and accountability, GOMEC maintains an independent compliance and oversight function. This layer monitors conflicts of interest, ethical standards, transparency and institutional risk — wholly separated from both policy and operational authority.

Its purpose is singular: to ensure that GOMEC remains faithful to its constitution, its principles and the expectations of the global stakeholders it serves.
